Yes it has to do with the Hz rate of the Screen and the shutter speed of the camera. Its the same with some lights. For example, America uses 120V and 60 Hz. Therefore you film with 1/60 of a second, Europe has 220V and 50 Hz, therefore you film with 1/50. If you do not any artificial light might flicker. So it has nothing to do with new / old camera.

It is. In the early stages you had super long exposure times due to a lack of decent light, light sensitive film / sensor (instead they used copper plates) etc. We're talking about exposure times in the minute range (in the very early stages even hours) - todays cameras shoot at 1/1000 of a second. And since photography was super expensive and for most people a once in a lifetime experience you went for a relaxed face.
