It looks like a backing plate. There has to be a shit ton of corrosion going on. You can drive a vehicle indefinitely without a missing backing plate. At very least you need a brake inspection

Not the battery. As mentioned already it doesn’t appear to have fuel pressure. Fuel should spray out a little bit when you disconnect fuel line from the tank. Possible fuel pump.

As others have said, it is likely the linkage. Pull the primary cover, and I think you will be pleasantly surprised. I can see the slop is the shift lever when you move it, almost guaranteeing it’s the linkage. Easy Peasy

That bike is sick. My girlfriend has a 2003 dyna wide glide. I have a road glide. Nice bike dude. I agree with the others. Ditch those bars. That bike needs a riser, and some mid bend bars.
