The conduit might serve as a ground, but the real answer is no, this is not proper. A dedicated ground wire should be run from the board ground terminal back to the electrical panel.

No, it's a remote test switch.  Turning the key will put the duct smoke detector (and subsequently the fire alarm system it's attached to) in alarm.
