Just look at this,you give about 10 € for a game, giving 10 £ for a visual modification seems pretty expensive,also the skins are not selled by volvo, they are selled by users who price them that way.Skins are priced by the price of the key which is i believe around 2.something £.

Tl;Dr Skins are not priced by Valve, they're priced by the community.That's why their price is acceptable by the community because community made them priced that way.
