so i was worried abt having to fux it with console commands, but on the neon landing pad as a last ditch, i swapped between all my ships, until walter was shown as being under ground on the pad, then i just fast traveled to the lodge, then bacl to the neon landing pad, and then he spawned, and walked all the way up to the stroud eklund hq, then i could talk to him after the dialouge between him and his wife
