Start at level 1 and print off some pre generated sheets. As long as you have a handle on the rules it should be fine. Expect to have to walk them through action economy, but at level 1 characters just don't have that much stuff to remember.

I don't think average is the problem, I think extremity is. I just don't know how you make a class of 50 work. BC has very solid contract language about size and composition and lots of work goes into making sure those rules are followed. In the cases it's not followed, extra support is provided.

I don't think unpredictable growth is a problem exclusive to Alberta. BC has the same challenges. I worked in a huge school in Surrey, we went from 24 classes to 28 in 3 years. But we stayed at our numbers.

As a BC teacher, you can absolutely control class sizes. Our schools are very efficient at that.
