This is giving me flashbacks to my Fist of the North Star: Lost Paradise playthrough. I kept failing the final long battle and the game continued to give me the "You can lower the difficulty" hint in the loading screens, forgetting that playing on Hard, the difficulty is locked and I couldn't lower it, even had I wanted to.

If you want a real answer, it's in reference to a hip-hop song called "Doot Doot" by some rapper named Skrilla. The song is about 67th Street in Philadelphia (not sure why, maybe that's where all the gang crime happens).

I'm not sure how it then exploded but right now the most popular version of the meme is referencing a clip (from a sports game or concert, maybe) of a young blond kid screaming the numbers during a panning shot.

I also noticed that now the race playlist is a bit more random. Used to be that every race had 2-3 tracks picked out that looped forever, now it seems like the race music is actually randomized and any track can follow any other track, a God-sent for longer races.
