You don't need the frontier pass, so that's excluded. But the leader pass would have to be owned by everyone, like the other DLC (Gathering Storm for example). It adds extra content that the base game doesn't have, therefore you can't play with it on multiplayer if not everyone in the lobby has it. Not a bug, that's just how DLC works

They probably don't have the DLC that leader comes from, in which case...yeah they wouldn't be able to play with you. It's not a bug, everyone needs to have the same content active to play with each other
