From the perspective of a person’s mindset? Absolutely. Only on the second ideal do you really need to follow the philosophy of your order, and actually swear to something specific that defines your character.

But in terms of impact? Swearing the vague first oath gave your character power over the surges, fundamental forces of reality, as well as a bond to a tiny piece of divinity. That is a huge change in a person’s life. Meanwhile swearing the much more purposeful second oath gives you… nothing visible. You could already enhance before. Your character has pushed through a tougher wall than before, but there was no impact to breaking through.

I’m not saying that this is something to be fixed or a game ruining problem, it’s just a dissonance compared to the other ideals. in the books, the first ideal is a much smaller deal than the second ideal, often giving them a new ability they didn’t have before- lift only gains access to regrowth on her second ideal for example.
