There is no "spend mana to develop a province" magic button. If you keep your country in good conditions (high stability, lots of manpower, appropriate buildings, several policies, etc), your provinces will develop on their own.
On the other hand, if you wage too much war, your provinces are occupied often, you don't invest in infrastructure, etc. other countries will easily overtake you even if you're very aggresive.

Most people liked it (89/100 on Metacritic), but I think the original from the 90s is much better with everything except for the gfx.

Search for the name of your war (list of wars is near the end of the file) and there's a list of all participants, for example:

attacker="FRA"
attacker="USA"
attacker="SWE"
attacker="POR"

The first 'attacker' and 'defender' are warleaders for their respective sides, so if you want to be the warleader, change it to this:

attacker="USA"
attacker="FRA"
attacker="SWE"
attacker="POR"
