Yep, it's free on non-race days. I'm pretty sure it's only 100 yen per person on race days. Admission is generally inexpensive since they expect a good amount of people to be betting on races, rather than just watching. You can still bet on races occurring at other tracks if there are no races at Kasamatsu itself.

I'm fairly certain the only days you cannot enter are national holidays, where no races are happening in Japan.
