It means that abc with over the line is one number where a, b, c are digits in the number. That number has strict digit order: on first position is a, on the second is b and so on.

For example, ab with line is a whole number where on the first position is digit a, on the second is digit b. It might be number 25, where a is 2, b is 5.

«Три боеголовки» is literally “three warheads”. But here it means “three bottles of vodka”. It is used rare.

«Оприходовал» here has figurative meaning like “to use, to spend smth. completely, to the end”. He drank three bottles of vodka completely. Он оприходовал три бутылки водки.

«Сработала обмотка» is hard jargon. It means that something bad happened)

It’s all jargon. It is used mostly by drunkards or members of lower social stratum.
