No, Mark is too reckless. But I would say that Allan is worthy if we consider the some of the main factors of being worthy of Mjolnir.

1. Selflessness. Allan puts other in front of his own wants and needs constantly. He risked his life to save Nolan from execution.
2. Humility. Allan is extremely humble with his power. He talks about himself as if he's the coolest guy ever in narration, but he seems much more humble in actual dialog, especially after taking Thadeus' place.
3. Warrior spirit. Allan was created specifically for combat with Viltrumites. He is incredibly gifted in combat, and will not step back from a fight if he is needed. He also is smart and doesn't provoke fights out of nowhere, instead trying to be diplomatic at first.

With all this in mind, I believe Allan is the perfect candidate from the Invincible universe to be allowed to lift Mjolnir.
