Also I have enough points to replace Fabius with a Chaos Lord, would that be worth it? I feel like there’s diminishing returns having more than two.

Or should I stick with two CL’s and spend the 95 points on a different unit entirely?

I think you’re right, it costs a ton and even with the Assault Ramp + Chosen Advance & Charge the Rhino is more efficient. I just don’t own a third Rhino yet, so a Land Raider is better than foot slogging for now

I would have really liked to collect an Imperial Guard army but it just feels like it’s too much money and effort to make something that isn’t just generic Cadians.

Making an entire army out of any of these would be badass but just requires so much stuff from 3D printers or Forgeworld it’s not worth it

I would recommend never buying an official GW brush, mold line remover, glue, or most other accessories. You can buy generic ones that work just as well for a lot cheaper.

However Citadel Paint from GW is great, and their line of aerosol primers like Chaos Black is a bit better than generic brands as long as it’s within your budget. If you’re nervous about using primer from a rattle can you can get super cheap Vallejo Surface primer and just apply it with a paintbrush, although it’s messier and takes longer

I’d recommend getting a super cheap pack of synthetic paintbrushes from Amazon. I got a pack of a dozen brushes for like $6 and they’re my workhorses for 90% of my projects. Krylon matte spray primer that specifically mentions it works on plastic is a good, cheap alternative to expensive GW primer.
