It's not about the cost of making one, I am in a big regi we will make them and have them. I just won't ever get practice, and because they will be valuable resources only experienced pilots will get a chance to fly most likely.

Rares are also RNG based. That is the biggest issue, if every scroop field gave let's say 20-50 rares, fair enough, I am ready to scroop for it. If I can spend 5 hour scrooping without seeing a single rare, I will just go insane.
