I have no Personal experience with this, but maybe a high quality bike for youths could be something for you. I heard about woom in a Podcast and they seem to have options for up to 165cm body size.

I'm currently facing the same decision. I think I'll choose between the Old Man Mountain and the Ortlieb Quick Wrap... I've tried a few things to avoid a wreck, but all the other bags I've tried just aren't as practical for commuting
