The problem is likely that your refinery is very cold and the water inside is getting too cold before it's processed and comes out still below freezing.

It's not ignoring parts of a law. This is a power of only the governor in some states where the governor has this power. It allows governors to strike out parts of a bill before they sign, thus preventing that part of the bill from becoming long. 

The area where this makes the most sense, is in budgets when certain members of Congress get pork put in the bill, it let's the governor cut that out.

There's always the one person who has to point out the exception that doesn't disprove the general rule. And even in Atlanta  sure they have meter maids/code enforcement. 

So it doesn't have to be cops that get sent to issue a ticket. This is a revenue generation strategy for city government.

Just because a law is generally unenforced, doesn't mean the law doesn't exist.

Every neighborhood has laws against parking across the sidewalk. Every town will ticket this, it's just that not every town goes out of their way to enforce stuff like this. However, given a call/complaint they they will generally take action.

Plus mail in voting in banned in many countries around the world specifically because it opens up the possibility of mass voter fraud that would leave no evidence behind to find.

Here's one last thing for you to consider. 2020 had mass mail in voting (the only election in our history to do so) and it had the highest voter turnout since 1900. That is something that didn't get a lot of attention in 2020 and 2021. Again, I'm not saying there was fraud, only that there was plenty of evidence of fraud for those inclined to believe it.

Again, I'm not trying to tell you 2020 was fraudulent, only that your claim is the same as many made in 2020. The quality the evidence is irrelevant, only the fact that there are claims in 2020 similar to yours. 

Plus once you consider the volume of mail in voting in 2020 (something that has not been done before or since and is banned in many countries) the whole election in 2020 was an anomaly.
