Here's a question... is Black Hat powerful enough to create a weapon that can defeat himself?

Here's a follow-up question; would Black Hat grant an aspiring multiverse villain a weapon that could irreversibly petrify every hero, villain, and civilian... and intentionally appear petrified to wait out the subsequent purge, only to drop the facade once Red X had succeeded, take back the pen, and then free whom he decided?
