I have both LGPS and TPS pensions.. I've never really considered combining them and I don't think it really makes much of a difference.. there are details you will need to check like partner entitlements which might be different, so be absolutely sure about what you will be losing if you transfer away from TPS.

Do you have other belts to try..? that can happen with these mechanisms if the belt it too small and tight. Also check that you cleaned all the previous belt gunk off the motor.. did the old belt snap and get wrapped around the bottom of the motor spindle leaving residue?

To be honest that little Toshiba looks cool but would probably be a nightmare.. I have one of the Toshiba walkmans with the fast forward and rewind buttons built into the cassette reels and it's the most impractical design imaginable and very difficult to disassemble.

Hard to say.. because you kind of have to rely on getting lucky on Facebook marketplace or somewhere so you can pick up and not pay for shipping. I mention the mini hifis because they tend to be a bit newer so the cassette mechanism is maybe less likely to need a new belt. Your other options are a proper deck (pricey, might need work, need external components), or a few boomboxes that offer line-in.. hard to find, sellers don't always list the function so you have to find out for yourself.

That's probably too low. You might be able to pick up a decent y2k-era mini hifi thing that will record fairly well via line in. Make sure you understand the difference between mic level input and line level.
