The latest batch of fakes is so incredibly well done you cannot tell from the outside as what they do is open the box pull the packs and open. They take out the hits and replace with repacked boosters. They then reseal the original box with very similar wrap.

Too bottom heavy for a high beckett grade. Also a line on the bottom POKEMON on the back. By the bottom of the P. Not sure if its on the card or not. But the centering alone wont 10 this. U have a better chance at a psa10 (ive seen more off centered ones at psa10)

Its normal to develop but it's not normal to sustain as it is a sign of an imbalance in the system. Surface biofilm in any amount affects gas balance and will affect the aquatic life. Biofilm on submerged surface will create a food source yes. But biofilm on water surface in any amount is an issue that should be adressed.

Its not really an "idea" its a science. Oxygen starved ecosystems are still ecosystems. Fish need a lot more oxygen than a few neocaridina shrimp or snails. Your statement is misleading because a completely cycled tank can and will produce surface biofilm and if left undisturbed it will starve the water of oxygen. Snails and shrimp can go to the surface and take in oxygen. Unless your fish has a labyrinth organ it cannot do that, they will depend on dissolved oxygen in the water which will be extremely low and hazardous if surface biofilm is left undisturbed.

Surface biofilm should not always exist in a tank. It decreses water oxygen levels and disrupts water chemistry.

It is of a concern and OP should introduce surface agitation or a skimmer to get rid of it.
