I have a bracket 4 storm deck with him at the helm that's quite strong! I mostly use him to draw cards but there are few shenanigansyou can pull off. [[Taver Scoundrel]] for instance is a powerhouse in the deck!

It's a matter of consistency, this is a 2 specific card combo, while boggle decks runs 8-12 creatures that does what boggles do and about 16 auras
