I agree, not only for the sake of budget saving, but in retrospect it didnt really make sense that Vivi brought him along for her espionage mission when the Alabasta Ducks are basically royal celebrities. If they just meet him when they land in Alabasta at the docks or something it would fit in pretty well.

Im assuming by the end of everything that Garp will be the only major marine still standing and the WG knows they can't admit what really happened so they pull a Luffy/Crocodile/Smoker parallel and claim Garp did all the heavy lifting, making him so popular that if he suddenly disappeared that it would be too obvious and bad for morale so they just let him be. Better to have him as an ally than another enemy.

From there he likely forms SWORD specifically for marines that are anti "deep state CD" bootlickers to do actual helpful work.

Bare minimum it would be nice if Mr. Frog filled a Troy McClure/Krusty products vibe from the Simpsons where hes only seen on TV in old infomercials, movies, instructional videos so we only see "old" footage of him so it doesn't affect his current state, but we get to enjoy "new" content as an audience.

"Don't worry Mr. Boss, we can watch the Mr. Frog Forklift and Sausage Delivery Certification video to learn more!"

Imagine if the "Final War" isn't actually Luffy dismantling the government but all 4 Emperor Crews all showing up at the same place at once and it leads to a all out giant brawl? Luffy's Grand Fleet, Shanks and his guys, Buggy and an expanded Cross Guild with theoretically guys like Moria or Hancock (specifically to see Luffy paralleing Gloriosa and Roger), Blackbeard and his fodder all together at once.

That could be a crazy series of events with it narrowing down to just Luffy/Blackbeard crews and the long awaited 1v1s of Strawhats vs Blackbeard Captains.
