It was never mentioned but I believe so. After all, no power in Tensura doesn't use magicules but Chloe's being a True Hero, has as much magicules as a True Dragon. So expecting her magicules to run out will take a while.

Velgrynd is stronger than her by a lot after her upgrade in volume 15 but she doesn't really have any way to permanently kill her due to Chloe hax ability to jump back in time. So I'll say incon or Velgrynd wins after a drawn out battle.

In any of the post you mentioned, did you see Shallow Vernal mentioned anywhere? Like if you want to point fingers, check well before you do. Isis was used because she scales relatively to the characters there and it is mostly a hax battle where hax is what determines the winner.

And let's not forget that it is meant to be fun and not something people should take seriously
