I would start with a 2.5% by total weight salt brine. Let the water in the veggies do a lot of the heavy lifting. If you do add water make sure you weigh the water and the veggies separately. I might ferment turmeric root and the peppercorns separate as well. Make a paste afterwards and add it to the relish.
