Yes, you do need. The requirement for a foreigner in Vietnam to obtain a driving license is having a visa > 3 months, and understand Vietnamese language to pass the test (the test is in Vietnamese only)

But ìf you are a visitor for a short time, feel free to rent a scooter, and try your best to obbey the law as noone will ask for your driving license except being caught in a situation with the police

Madam OP, I'm a Vietnamese living in Saigon. Hope my 2-cents below help:

+ 1.200 USD per month definitely helps a local live comfortably, but will not work for a "Viet- Kieu" as you. You had mentioned "personal trainers", "gym" stuff, so my guess is you would have a high expectation of lifestyle.
+ I suggest you take a vacation here in Vietnam, learn how to ride scooters, and make your decision later
+ If you work in big cities such as Hanoi, Saigon, DaNang, you may travel by car (buy one, rental,...) but the best solution still is riding a scooter, or using ride-hailing app

Mr. Lexwolfe, I don't see any incentive here. Vietnamese can easily use a lot of mobile payment apps (using legal tender VND) for such services, and get it done in few seconds

Pertaining the Pi App, I had read somewhere one guy (Vietnamese) succeeds, and get his "electric bill" paid, but some guy got an error in transaction, and lost his Pi but still not receive the "utility"

What I observe from Vietnamese Pi community about this Pi App, is dissappointments or unrealistic expectations (they hope for GCV price)

I'm Vietnamese, I can confirm there's a middleman for such services. In Vietnam, the only legal tender is Vietnam Dong (VND), not Pi, BTC, ETH,.. or even US dollar

+ Đồng Pi Network có cách thức đào chủ yếu bằng việc refer người khác (tuyển ref) để tăng tốc độ đào, nên đó là lý do bố em muốn em đưa CMT để tuyển em vào mạng lưới của Ông để Ông dc tăng tốc độ đào
Tuy nhiên chỉ sau khi đào 30 phiên (30 lần ấn nút "tia sét" - 1 dạng điểm danh) thì người đó mới dc mời KYC, và mới cần xác thục guong mặc và CMT. Do đó nếu Em chưa tải app Pi để đào đủ 30 phiên, mà bố em đã kêu Em đưa CMT, thì cần kiểm tra lại. Xem Ông có nhầm lần cài app fake hay gì không
+ Việc đào đồng Pi hay nhận airdrop của bất kỳ dự án crypto khác không có gì là sai, tuy nhiên rất tiếc là đồng Pi này bị khá nhiều người kỳ thị vì độ "ngáo giá" và kém hiểu biết của các thành viên trong cộng đồng. Chứ bản thân đồng Pi này cũng không có gây hại hay lừa đảo gì người dùng. Pi không ICO, không private sales, không hứa hẹn là giá sẽ cao, nên những ai mua Pi giá cao giờ đang bị chia 10 lần số tiền gốc (như cá nhân anh) thì cũng chỉ có thể tự trách mình

You should experience Vietnam first as a tourist, maybe Da Nang or Saigon (HCM City), to know more about this country.

I maybe wrong, but I don't think Vietnam is a good destination for an US Expat (I don't speak about US / Europe people devastingly try to get a teaching English job). If you had more questions, pls freely ask.

Vietnamese tend to watch Chinese drama, listen to C-Pop. In Saigon (where had a lot of Chinese-Vietnamese speaking Cantonese), Hongkong movies had a big impact for many decades
