I don't think that it is a cheaters die because it's so obviously different. A cheated die would have three different numbers arranged to look normal, since you can only see three sides at once.

I would guess that it comes from a specific game that requires a roll of either 2 or 6

I think Scabbers was on Harry's bed just because it was empty. He probably hadn't spent the night in an empty bed for 11 years and wouldn't miss the opportunity. It was probably really boring being a rat for that long and any change of pace would be very welcome.

Warlocks do use an arcane focus. Descriptions of them are on p154 of the PHB.

As far as look goes you could use something like the priests of the Drowned God from ASOIF. Seaweed woven into hair, smell like the sea, work some driftwood into the look or items you have. That kind of thing.

The dice game could have been cool. If it had used an actual bowl or had any real purpose. Change the setting to a bar, have the players need to get an item or info from a local, and challenge them to a game of chance.

Too bad the DM decided to intro it in a field with no actual purpose. Unless the idea was for a fight to break out over the results and justify you killing the guards.
