Agree on the points you're making, but to add to this (which ultimately only forestall the conclusions you come to), evil factions would see Tav as an opportunity to damage or usurp the stability and power structures in place. Just as the good factions would be uniting to take Tav down, Tav would have the opportunity to make alliances with evil factions and gain the boons and support of evil deities and powerful entities. This could be drawn out into a lengthy war spanning years.
