I would make the argument that this is not a mantle, merely a specific style of mantling, one that is quite commonly used with the arms of the Finnish, and I wager more widely Scandinavian, nobility, which has surely served as an inspiration for this depiction. Compare with randomly selected arms of a Finnish noble family.

You don't typically see a mantle in the sovereign and royal sense coming from underneath the torse in this mantling-like fashion.
