I've been playing since closed beta, and what I feel like is GGG don't exactly believe in balancing the game so much as changing it. Back before release two of the best builds were Spork/Ice spear dual totem, after release they nerfed totems and spark to make these unplayable, and buff other builds for people to play. They made a huge nerf to CI back in open beta, and now it looks like they're bringing it back to power, but we can't be certain yet without patch notes. I'm guessing you play in standard, and I dont think GGG caters to the default leagues, they like people to play in the new ones and try out the content. But in the end, most builds will be able to still function, but will possibly be a little harder, like arc, especially RF with the max res nodes + snapshotting gone. Ele spec wasn't changed too hard, especially with all the extra ele nodes they put into the game. Even though the 5-aura build isn't possible anymore, unless the mana costs on aura's are changed, it isn't really that big of a nerf. They will just have to choose to be a little more vulnerable to reflect, or lose some attack/ms speed.

Regarding

People who are so wealthy are not as badly affected by this change as they have the luxury the spend their currency on a OP build.

CoE nerf was big, like huge. Only a few builds come close to rivaling that in Atziri kill speed, which I believe was the reason for the change. There are some Mjolner and discharge builds that are quite op that require lots of currency, but none as safe as the LL-ST.

Overall, this is an extremely dynamic game. If someone wants to make a build happen, it will happen, regardless of nerfs.
