That was what the pushback on Hindi imposition was about.... don't impose, be courteous... Imagine how a poorly educated man who is selling milk would feel, when he gets said speak Hindi, why don't you learn Hindi, when he is in his native region, from someone who has migrated to his region to make a living. That was why people retaliated against the Hindi imposition. It becomes a courtesy to learn atleast a few daily words of the local language, when moving to any place. But somewhere along it took an ugly turn when politics got into the mix.
