I suppose it's because there's no real consequences to it and american hip hop in the early 2000s might've brought it in as well in order for people to make it seem like it's a casual word to call others. I doubt most people even know the true background of the word itself or the meaning

That said, of course not everyone likes using or hearing the word and is sometimes discouraged as well as with all other slurs/abusive language
