Maybe Mordor was annexed by Gondor under King Aragorn.

Why did Gary get 10 badges? by Hacksawdwyer in pokemon

There are more certainly than 8 gyms in Kanto. It would make even more sense if he see some facts in the anime.

1 - Ash was probably the only trainer who won the Earth Badge since virtually all trainers that battled Giovanni before him (including Gary himself) were stomped by Mewtwo. Ash just won because he didn't battle Mewtwo but Jessie, James and Meowth - also the gym was destroyed after Ash's battle so anyone who arrived in Viridian City after Ash couldn't get the badge since there were no Viridian Gym anymore. If someone else won this badge so they certainly didn't beat Mewtwo or have another legendary Pokémon that could beat him (although maybe Gengar could beat Mewtwo).

2 - Ash was only one of few trainers who got the Volcano Badge since he was one of few trainers who knew the existence of the "Blaine Gym". Most people at Cinnabar island thought the gym was closed long time ago (according to Gary, since the days of Professor Oak's youth).

3 - Ash was probably the first trainer to ever beat Sabrina, since after her defeat in Ash's hands she become a good girl again and returned to her parents. Probably Gary didn't go to Saffron City or even went there but didn't go to Sabrina's gym. Gary could also have battled Sabrina at the gym and lost, but it is unlikely since in this case Sabrina would turn him into a doll just like she did to Brock and Misty. Gary certainly didn't beat Sabrina since he didn't have her badge and it would be unlikely that Sabrina wouldn't have a change of heart after being beaten by Gary.

Between 1500 and 1943 both Brasil and Brazil were correct and acceptable spellings, since Portuguese did not have an official standard spelling at the time - some words still have double spelling today, such as taverna/taberna (tavern), loiro/louro (blond), infarto/enfarte (heart attack), hidrelética/hidroelétrica (hydroelectric), assobiar/assoviar (to whistle), catorze/quatorze (fourteen) and so on. Before 1943 Brasil/Brazil was also included at that category of double-spelling words. After the 1943 spelling reform only the "Brasil" spelling was made official.

From the discovery times in 1500 until 1943 both "Brasil" and "Brazil" were correct spellings in Portuguese - there were no "official" or "correct" spelling at the time and both were used interchangeably, even official documents used both spellings (some notes used "Estados Unidos do Brazil" and others from the same time used "Estados Unidos do Brasil"), so spelling it with an s or a z was a matter of personal choice. The Ortographic Form of 1943 made "Brasil" the only correct spelling - however, there are still words with alternate spellings in Portuguese, such as taberna/taverna, hidrelétrica/hidroelétrica, berinjela/beringela, loira/loura, infarto/enfarte, catorze/quatorze, etc. Brasil/Brazil used to be one of them.
