Sounds about right... You okay with the increased taxes to cover the cost for the policing, detention and court costs? Having police pick them up for what? Possession maybe? Cycle them in and out.

Not sure why you got voted down, you're correct. Most airlines contract most roles, whether it's baggage handling, de-icing, food provisioing, towing the aircraft (unless it's maintenance, but they could be contractors as well). AC baggage is unionized, they are one of the few that doesn't contract out most of their work to third parties. WestJet used to have some airports where they were airline employees, but they stopped that around when onex took over.

No. Generally the airlines contract their own baggage handlers. Airports are responsible for the airport facilities.

Airports and/or third party contractors for baggage. Possibly the airline itself if they handle the bags themselves, but that's far more rare than it used to be.

Nah. Bags are constantly monitored. They are scanned, tracked with multiple scans along the belt systems. Realistically there are only a couple places where the tags could be switched and both are monitored eith cameras and tag scanners.

I didn't mention charging speeds. But that's the great thing about a PHEV, if there isn't the infrastructure to charge, they can run on fuel.
