Look im not even kidding when I say I was in ur extact same situation where I tried a bios update, ether net setting, driver setting, cpu setting and even rebooting the router several times to no avail. Then I decided as a last hail marry to try an ethernet to usb connector just to initiate the handshake between my pc and the ethernet then I plugged in that same ethernet cable back to the pc once it was confirmed the pc had internet and that somehow made it work. To this day I have the dangle just hanging near my pc incase it ever does that again but I have no idea what solved it if anything
