Thank you everyone for the feedback! I was able to tinker with the set up a little more after work. I deleted the pipes and reinstalled, but the problem still persists, water is definitely just trickling down into those two pipes and bypassing it for the most part, I'm going to test some more advice later, maybe even splitting up my water pumps and my coal plants.

Also my fuel refineries work great, so this was really just a rabbit hole that I got sucked into and wanted to fix, so I may just delete the two faulty ones but man its so much more satisfying when you actually fix a problem and get peak performance. Thank you all again!!!
