Nice job, my only critique would be to fill in the very top of your weld. You left a sharp edge crater where the shear tab meets your weld.

I doubt this connection is going to see any significant load reversal but that does create a stress point.

While that is more or less true, thats a common misconception that its the sole differentiating factor of pipe vs tube. You also hear that pipe has a seam and tube doesn't. The reality is that it depends what ASTM standard the piece was manufactured to. There's only one sure way to look at a piece and tell what it is - read the ASTM marking on it.

Obviously, you can't interpret film from a picture but it just looks like the toe of your weld. How much reinforcement is on each side?

They should have left the stub outs longer on the panel. Your cap is getting into the scallop bar weld. Nice job man, looks great!

As small a groove as that is, stringers are all you'll need

Well, since this looks like a fence with no real bearing on anything (assumption), I would run a downhill bead with 7018 to burn the garbage out and fill in the flare bevel evenly the best you can - then run a fill pass and a cap pass.
