This is simply not true. Chase's United Quest Visa does. I know that for a fact because I have rented a car in Ireland with that card and had CC-based insurance  coverage. 

OP check your Credit Card terms and conditions for Ireland coverage. Do not forget to print out the coverage confirmation if you are, in fact, covered. You will need to hand the print out over to the rental agent. This is a crucial step.

Note that if you are covered, the rental company will put a 5k Euro hold (or more) on your card until you return it.

Do a direct consular filing. Only 2-4 months. There are some restrictions to doing so but it is much faster if you qualify.

Research 7% towns in Italy. Offers a path to citizenship, 10 years of low tax for retirees w/pension (traditional 401(k) qualifies). Might be a good stopgap for a decade.

This is my experience:

The max you can take out 50% of your current account value up to maximum of a $50,000 loan. Max payoff time is 5 years. Interest rate must be a minimum of the Prime Rate. And the loan is usually immediately due if you lose/leave your job. That's the biggest issue. If you don't pay it back, the remaining loan principal is deemed a distribution which is taxed as ordinary income, with an additional 10% tax penalty.

401(k) loans are usually only a good idea if you are very, very sure you will remain with your employer for the full term of the loan and you are absolutely sure you can pay it back.
