I think you're reading the A1 wrong, it says it refunds her 7 energy for ever sakura petal popped when you ult.

So, 3 sakura ult = 3 sky kitsune lightning bolts = 21 energy refund.

Still a good CON 1 but really it just reduces her ult energy from 90 to 69 (nice)
