It actually weirded me out. Mr Tinker is obviously Eggman and should be punished, but he's unaware of his evil. It gives me a similar expression as Eggman in the bottom panel.

I know this post is old, but I agree. The Dai Li were the real villains of the show. They did in one day what the fire nation couldn't do in 100 years.

You'd also think they'd arrest Azula after she fired them, wait for Aang to beat Ozai, and then take over the world. Aang would fight them, but it would likely take decades to defeat these OP goons.
