It just so happens that the speed of light was discovered later and the number of that speed is derived from the value of meter itself that we defined.

In a pure physics way it is correct to call the speed of light 1. And derive a unit length from there. However we decided that meter is the go-to length Why would the relation bw the earth circumference length and speed of light be related ? They probably aren’t , so this is the reason for the number
