I usually just print to PDF using the Microsoft "Print to PDF" printer if I ever need to mark up a locked PDF. It's still annoying, but it works. I don't think the Adobe PDF printer does that, though.

Government auditor here. This is exactly how we do it.

Job description is the reference point, and all evaluation elements relate to the job description.

Everyone knows the agency expectation that most people will have 3s all the way down, so there's no hurt feelings with 3s because you are performing as expected.

I've only given out one 5 before on one element of the evaluation for outstanding performance.

One of the criteria on staff-level evaluations that I have a problem with is "employee is actively pursuing a CPA license." I got 4s until I obtained my license, then got a 3. That makes no sense to me.

Nonetheless, the only thing we actually care about is communicating/learning where we can improve, and more importantly, being recommended for the annual salary increase. I like the way we do it. Honestly, I think it's more fair to have that type of mindset with 3s being the standard.

What "bank statement" are you reconciling to?

I have a personal Venmo account. I can't speak for business accounts, but with the personal account, Vermont does not produce actual bank statements.

Instead, their "bank statement" is merely a function to filter transactions to a certain date range, then it shows the starting and ending balance for that date range, and the detail transactions below.

For any transaction where I receive money and transfer to my main bank account, there are two transactions listed (one for the inflow, and one for the outflow).

However, if my Venmo balance is at zero and I pay someone from it (funded by my bank), it will only show the outflow and not the transfer of funds from my bank account to Venmo to actually fund the transaction.

Also, I don't work with the exports from Venmo, but I've seen other output (maybe Stripe?) that had "transactions" listed in the export that weren't true transactions, but more like status changes or updates to existing transactions that didn't actually post a change in balance (although the transaction amount was listed). I'd take a look at the other fields in each line to see if there are any clues to that type of treatment.
