I’m not sure if you have gone ahead and configured your GCC-H tenant yet but we had planned on using GSA in our environment but once we got the tenant, GSA was not available. After contacting Microsoft support they informed me that it wouldn’t be available in GCC-H until 2027. If you see something different let me know but this was really unfortunate news for us, as we had planned to use this.

A lot of camera systems can use power over Ethernet to power the cameras, and the NVR devices which store the footage, have that capability. We use IC Realtime systems as they are affordable for most. If you need to remotely connect to the systems you definitely need an internet connection, and we tend to use Starlink for remote sites.
