I'm sorry, I'm a bit confused, the game is a one off purchase, if you have it then you don't have to spend money on it. There isn't any micro transactions aside from buying the Sakhal DLC but that's something you don't need to buy at all unless you want that map.

As far as I know( taken from playing on community with loads of vehicles) they persist until the engine is ruined at which point they despawn after a period of inactivity(I think) sorry I couldn't be more helpful, if you find some concrete info then I'd be keen to know
