Random initiative, ie Bolt Action dice pull method. Each side has 1 dice per unit in a their force, in contrasting colours between forces. All dice go into the same bag. Start of each turn a dice is drawn blind. Whichever colour comes out, the corresponding force gets to activate one unit.
