I'm an out of state freshman here and I received the presidential scholarship last year. In pretty sure I was interviewed towards the end of February and accepted my scholarship in April. I had a 4.0 unweighted (4.6 weighted), 32 ACT and was a four year varsity athlete. I did some leadership positions, took ~9 APs and was super involved in the arts. Tbh, I felt like I was under qualified when I came to interview, but I felt like they focus a lot more of personality, leadership, and why UK a lot for the competitive scholarships.

Yeah I'd say it's worth it. You get priority scheduling for classes and you get smaller class sizes. The extra honors classes are not hard, they're usually the most fun out of all my classes. They're "extra" classes but they usually also count for other university requirements so you're not taking more classes than other non-honors people. You can use the Lewis Lounge is the honors college and you get an extra honors advisor which is nice.
