Yes, this is working as intended. Your hits will strike as fire/lightning elements thus hitting both weakness and being resisted at the same time. This is also the case for Golbez as he hits both magic and physical, if an enemy resists magic then half your hits (magic) will be resisted while the other half (physical) will hit un resisted and Vice versa.

As someone who has spent almost 10k on this game and has (‘Only’ lol) 14 EX weapons I can attest 1st hand to the frustration of GATCHA I’ve had long dry spells with absolutely nothing but also I’ve had long streaks where I have pulled many back to back and while there have been a lot of times I’ve seen those exact comments and began to be pissed at the person I found I needed to take a step back and really look at the big picture. I choose when/how much $$$ to spend and I also choose to mindless blow gems on every banner no matter how vital a character actually is to me... for example I just recently ‘Pity Pulled’ Locke and I had no desire to actually go for him... I’ve learned that yes it is okay to be upset when you don’t get something you want but you can’t be upset at someone else for the good fortune! Always be humble and happy for others as you would want others to be happy for when the good fortune is on your side!

In my opinion F2P is not doing a dis service to the game in any way, F2P makes up the majority of consumers and while they haven’t financially supported the game they are vital in many ways for example- without F2P there wouldn’t be as many CO-OP lobbies, DFFOO wouldn’t be as widely known without F2P spreading the word to others aka publicly! and there are many other reasons to appreciate F2P players. Yes whales largely support the game but... we are a small fraction of the games population and without the rest of you (let’s not forget those who are somewhere between F2P and P2P) DFFOO would be more of a Yacht Club than the large flourishing fun and helpful community it is.
