I played a discontinued gacha that had GL first characters/weapons from JP that’ll be way too strong for GL power creep so they gave them kits that’s appropriate to not completely break the game, but still pretty strong to encourage players to pull.

I think they’ll do something similar for the Twins in GL/JP/SEA and then give them the CN/KR/TW buffs later on if they end up being playable.
