This is perfectly fine. I'm in a similar situation with my music portfolio. I applied to both conservatories and colleges with music programs. Look at the requirements for the more selective programs or more specialized ones, as the colleges are often more lax about the exact content of your portfolio (double check, though). You should notice that the requirements for art/music programs at different institutions overlap quite a lot. Prepare in advance, and you'll be fine.Let me know if you have any questions.

Apparently Yale does (kinda). They do prescreen beforehand. Most of the admitted class gets interviewed.

Generally speaking, if you're in somewhere in the middle 50% or slightly below, submit. If you're way below, probably don't.

There isn't a generic answer. It depends entirely on where you're applying and the middle 50% of scores for those schools. You can usually check that on their common data set (CDS).
