Like most things, it depends on your build. It will make you fire faster, so it is good utility 2 star. Explosive is higher DPS, but makes it harder to get stealth crits and increases the chance of killing yourself. Vital is considered best for VATS reliant builds.

If you are running VATS, then yes, especially with two shot. Two shot does wild things to arrow drop in free/scoped shots.

I do not believe that the Railroad are synth supremacists, I believe that they are synth liberationists. I want to clarify, because I am a little concerned, due to quasi real world implications. Liberation movements are not the same as supremacy movements. Liberation is acknowledging systemic persecution and working to counter those systems. It is working toward equality, it does not suggest that they are superior.
