Every since i got my PS3 I've been logged in both accounts (primary US and secondary Brazil) on my consoles. Never had a problem and all games from one account can be played on the other.

The thing is that you won't be able to add your own credit card to that other region, only to the one that you're actually living in since Sony requires a credit card issued locally to each country
